President Grasso called for a motion to open the meeting.

Motioned by Warren Messner to open the meeting at 9:03 am.  Seconded by Jane Kimmel Shepardson.  Motion carried 4-0.  Board member Cailee Hwang was absent.

1.    Proposed Executive Session to receive advice from counsel, subject to Board approval.

Motioned by Warren Messner to adjourn into Executive Session at 9:03 am to receive advice from counsel.  Seconded by Jane Kimmel Shepardson.  Motion carried 4-0.

2.    Reconvene public meeting. 

Motioned by Warren Messner to reconvene the public meeting at 9:33 am.  Seconded by Jane Kimmel Shepardson.  Motion carried 4-0.

3.    WHEREAS, the Board of Cooperative Educational Services of Putnam/Northern Westchester County (thereinafter “BOCES”) has proposed its tentative administrative budget for the 2022-23 school year (July 1, 2022 through June 30, 2023).

NOW THEREFORE BE IT RESOLVED, that the BOCES tentative administrative budget for the 2022-23 school year in the amount of $10,440,404 be, and hereby is, approved by the Board of Education of the Chappaqua Central School District.

Motioned by Warren Messner to approve Item 3 as stated above.  Seconded by Jane Kimmel Shepardson.  Motion failed 0-4.


4.    WHEREAS, the Board of Education of the Putnam-Northern Westchester Board of Cooperative Educational Services (“PNW BOCES”) has determined that it would be in the best interests of the PNW BOCES and its component school districts to establish a Career & Technical Education Programs Equipment Reserve Fund (“CTE Equipment Reserve”), the purpose of which is to support the replacement and purchase of advanced technology equipment used in the Career & Technical Education instructional programs conducted by the PNW BOCES, as provided in Education Law §1950(4)(ee) and §170.3(k) of the Regulations of the Commissioner of Education; and

WHEREAS, the law requires the approval for creation of the CTE Equipment Reserve by a majority of the Boards of Education of the PNW BOCES component school districts;

THEREFORE, BE IT RESOLVED, that the Board of Education of the Chappaqua Central School District, hereby approves the establishment of a Career & Technical Education Equipment Reserve Fund at PNW BOCES, in accordance with the requirements of Education Law §1950(4)(ee) and §170.3(k) of the Regulations of the Commissioner of Education; and

BE IT FURTHER RESOLVED, that this resolution shall take effect immediately and the District Clerk is directed to transmit a certified copy of this resolution to the PNW BOCES District Superintendent.

Motioned by Hilary Grasso to approve Item 4 as stated above.  Seconded by Jane Kimmel Shepardson.  Motion failed 0-4.

5.    BE IT RESOLVED, that the Board of Education casts its vote for Tina McKay to fill a vacancy on the Putnam/Northern Westchester BOCES Board for one, three-year term, from July 1, 2022 to June 30, 2025.

Motioned by Jane Kimmel Shepardson to approve Item 5 as stated above.  Seconded by Hilary Grasso.  Motion failed 0-0 with 4 Board members abstaining.

6.    BE IT RESOLVED, that the Board of Education casts its vote for Frank Schnecker to fill a vacancy on the Putnam/Northern Westchester BOCES Board for one, three-year term, from July 1, 2022 to June 30, 2025.

Motioned by Hilary Grasso to approve Item 6 as stated above.  Seconded by Jane Kimmel Shepardson.  Motion carried 4-0.

7.    BE IT RESOLVED, that the Board of Education approves the letter A Message From the Board of Education in the May 2022 School Budget Newsletter.

Motioned by Alyson Gardner to approve Item 7 as stated above.  Seconded by Jane Kimmel Shepardson.  Motion carried 4-0.

Dr. Ackerman recommended Item 8 as stated below.

Motioned by Warren Messner to approve Item 8 as stated above.  Seconded by Jane Kimmel Shepardson.  Motion carried 4-0.

9.    CSE Summary (2021-22 School Year) reported to the Board on April 19, 2022.

Motioned by Hilary Grasso to approve Item 9 as stated above.  Seconded by Warren Messner.  Motion carried 4-0.
