President's Report

1.1.1

Draft Resolution: NYS Executive Budget Shifts Costs to Local Taxpayer

Whereas the 2018-19 Executive budget proposes a reduction in state reimbursement for mandated summer special education programs from the current 80% reimbursement to a wealth adjusted reimbursement rate; and

Whereas under this proposal two-thirds of the districts in Westchester and Putnam Counties would only be eligible to receive the minimum proposed state reimbursement of 25% for summer special education, yet the Chappaqua Central School District's proposed state reimbursement is currently 25%; and

Whereas the Executive Budget further proposes a 2% expenditure reimbursement cap on annual increases in transportation, BOCES, and building aid effective 2019-20; and

Whereas the Governor asserts that state funds from the 2% expenditure reimbursement cap on annual increases in transportation, BOCES, and building aid would go to foundation aid for high need districts, the Executive Budget does not contain any language in that regard; and

Whereas the proposed 2% cap on transportation reimbursement aid disregards normal variability due to: school bus purchases; fuel and labor cost increases; changes in the number of students requiring NYS mandated special education transportation in a 50 mile radius; fluctuations in the number of private and parochial students transported within a 15 mile radius; changes in the number of homeless or foster children requiring transportation under federal law; successful interscholastic teams whose expanded season increases bus costs; and

Whereas the proposed 2% cap on annual increases in BOCES reimbursement aid would be a disincentive to use BOCES for shared services, professional development, and student programs such as career-technical education, special education or alternative high school, etc.; and

Whereas, the proposed statewide 2% building aid cap is based on the overall state increase in building aid and not determined on an individual district basis, and any cut would proportionally affect all school districts receiving building aid, creating uncertainly regarding a district's ability to plan for proposed projects and fund those already in progress. Any cut in building aid could result in higher property taxes or a reduction in other programs or staffing; and

Whereas 80% of the districts in Westchester and Putnam Counties would only receive the 2018-19 proposed 0.25% minimum increase in Foundation Aid, [including the Chappaqua Central School District,] irrespective of increases to NYS employer pension costs, rising healthcare premiums in NYS, and contractual salary increases that affect every school district in the state; and

Whereas the Executive Budget proposes to maintain veto power over school district budgets for Big Five City school districts and certain other large districts based on their school-level funding plan, which disregards local control of school districts across NY State; and

Whereas, NY State property taxes and taxes in our region in particular are the highest nationally, and any further revenue shift from the state to the local taxpayer could result in increased property taxes; and

Whereas these reductions in state aid could lead to program or staff cuts in order to stay under the maximum allowable tax levy limit; and

NOW THEREFORE BE IT RESOLVED that:

The Board of Education of the Chappaqua Central School District calls upon the New York State Assembly and New York State Senate to rebuke Executive Budget proposals that shift costs to the local taxpayer; and

RESOLVED that the Board of Education of the Chappaqua Central School District opposes any caps on state reimbursement for expense based aids; and

RESOLVED that the Board of Education of the Chappaqua Central School District deems that these line item limitations compromise a local school district's decision-making and flexibility; and

FURTHER BE IT RESOLVED that the Board of Education of the Chappaqua Central School District calls upon the Governor, NYS Assembly and NYS Senate to appropriately fund public school districts, and stop diverting much needed state funds, so that we can address the ever increasing needs of the children we serve.

DRAFT RESOLUTION:

Whereas, the safety of all children in our schools is of paramount importance; and

Whereas the proposed 5% reduction to the current Federal education budget would include $425 million in cuts to mental health and school safety programs, such as the School Emergency Response to Violence Program and Project Prevention Grants; and

Whereas seventeen students and staff members were killed and many others were injured as a result of a school shooting in Parkland, Florida on February 14, 2018; and

Whereas in the past five years, 439 students and staff members have been shot in more than 239 school shootings across our Country; and

Whereas a need for greater access to mental health services for students and families in our schools and communities was ranked as a top funding priority by the majority of Superintendents in New York State; and

Whereas we believe that every child has the right to a safe school environment that has an appropriate level of security as determined by our community; and

Whereas a reasoned and rational approach to gun control and increased access to mental health services for students and families in our schools and communities are essential elements of a safe school environment; and

Whereas the Chappaqua Central School District fosters civic discourse and promotes student understanding of government and current issues; and

Whereas a coordinated effort at the Federal and State levels, boosted by law enforcement and community engagement, is needed to change the paradigm and protect our communities and our schools;

NOW THEREFORE BE IT RESOLVED THAT:

The Board of Education of the Chappaqua Central School District calls upon the New York State Assembly, the New York State Senate and the Governor to implement a reasoned and rational approach to address gun control and background checks, and prioritize funding and resources for increased access to mental health services for students and families in our schools and communities; and

RESOLVED that the Board of Education of the Chappaqua Central School District implores Federal and State leaders to take immediate action to:

  • Provide additional funding to schools and communities for adequate mental health, s social, and guidance services and resources for the purpose of prevention, support, and response;
  • Provide funds for districts to upgrade their facilities if internal safety audits find there is a need for improvements;
  • Provide funding for essential security personnel and related professional development for all staff, as determined by the local school district

RESOLVED that the Board of Education of the Chappaqua Central School District affirms students who are exercising their First Amendment rights in speaking out for school safety, support for mental health services, and legislation to address gun violence, need to be heard.

RESOLVED that the Board of Education of the Chappaqua Central School District opposes any reductions in federal or state funding for education that would cut mental health or school safety programs; and

FURTHER BE IT RESOLVED that the Board of Education of the Chappaqua Central School District calls upon the Governor, NYS Assembly and NYS Senate to address gun violence and provide support for local school districts to promote school safety.

BE IT RESOLVED that the Board of Education approves an Agreement for Health and Welfare Services with Harrison Central School District for 2 students at a rate of $1,081.91 per student, effective September 1, 2017 to June 30, 2018, and authorizes the Board President and Superintendent to execute this Agreement.

BE IT RESOLVED that the Board of Education approves a Chappaqua School Foundation traditional grant of $14,435.00 for the purchase of three multi-touch display monitors for each elementary school art classroom to facilitate the further development of STEAM curriculum in grades 1-4. Requested by Joshua Culwell-Block and, Bracken Feldman, Sarah Curry and Elizabeth Rose (the elementary school art teachers).

BE IT RESOLVED that the Board of Education approves a Chappaqua School Foundation traditional grant of $13,996.00 for the purchase of two Google Jamboards which will support project based learning and small group instruction in the L-building across the English and Social Studies departments at Horace Greeley High School. Requested by Joshua Culwell-Block, Director of Technology and Innovation and Daniel Valentin - Horace Greeley High School.

BE IT RESOLVED that the Board of Education approves a Chappaqua School Foundation traditional grant of $35,110.68 for the purchase of a full class set of Cintiq tablets which will allow Drawing, Visual Dynamics, Photography, Fashion Design and Industrial Design students to learn how to use digital tools, enhance their digital drawing skills and create drawings and visual prototypes which they can revise and refine. Requested by Louise Brady and Sarah Kugelmas - Horace Greeley High School.

BE IT RESOLVED that the Board of Education approves a Chappaqua School Foundation traditional grant of $50,000.00 to provide equipment to support the physical education curriculum at the high school. This grant is part of a larger project, in partnership with the District, to refurbish and renovate the current weight room. Requested by Jason Semo, Athletic Director and Steve McLees, Athletic Trainer - Horace Greeley High School.

BE IT RESOLVED that the Board of Education approves a Chappaqua School Foundation traditional grant of $19,861.30 to purchase tables, chairs and other equipment to establish an outdoor classroom in the courtyard. Requested by Bell Student Leadership Council and advisors Justin Olive and Meredith Green - Robert E. Bell Middle School.

BE IT RESOLVED that the Board of Education approves a Chappaqua School Foundation traditional grant of $22,757.55 to purchase multimedia recording equipment that will help students design, create, narrate their work process and present final projects in project based learning units. Requested by Amanda McDonough, Sharon Wiggins, Elizabeth Sovern and Gina Serafin - Robert E. Bell Middle School.

BE IT RESOLVED that the Board of Education approves a Chappaqua School Foundation traditional grant of $8,866.00 to upgrade and improve the 8th grade science cumulative, end-of-year ecological/environmental study of Tertia Brook. Requested by Patrick Liu and Annie Madden - Robert E. Bell Middle School.

BE IT RESOLVED that the Board of Education approves a Chappaqua School Foundation traditional grant of $7,904.46 to purchase EverBlocks - modular, oversized plastic blocks that facilitate the construction of all types of objects and storage carts to allow these blocks to be stored and used by a variety of Bell teachers/students for collaborative building and engineering projects work. Requested by Jessica Sansevera, Sarah Geronimo, Megan Barnes and Amanda McDonough - Robert E. Bell Middle School.

BE IT RESOLVED that the Board of Education approves a Chappaqua School Foundation traditional grant of $7,296.00 to purchase science equipment and portable tables to create an outdoor study area/classroom and foster a more active, collaborative and hands on learning experience as part of the seventh grade science program. Requested by Nancy Soliz and Kathleen Kuczma - Seven Bridges Middle School.

BE IT RESOLVED that the Board of Education approves a Chappaqua School Foundation traditional grant of $7,025.68 to convert an existing space into a multimedia studio with recording equipment for students to create a variety of presentations and projects, including voice-overs, recording of musical performances, electronic music, sound effects, podcasts and audio books aligning with STEAM/Makerspaces and recognizing that presentation, peer feedback and reflection are important aspects of the learning and design process. Requested by Elizabeth Rose, Steve Listengart and Ellen Paradiso - Douglas Grafflin Elementary School.

5.14

BE IT RESOLVED that the Board of Education approves a Chappaqua School Foundation traditional grant of $1,875.00 for the purchase of a digital program from the National Geographic Learning Company to benefit English Language Learners in grades 1-4. Requested by Ellie Foundoukis - Westorchard Elementary School.

BE IT RESOLVED that the Board of Education approves a Chappaqua School Foundation traditional grant of $1,000.00 for a Recess Activity Cart items to encourage building and problem solving activities during indoor recess. Requested by Warren Whitney - Douglas Grafflin Elementary School.

5.16

BE IT RESOLVED that the Board, having reviewed the requisites set forth in a draft letter dated March 1, 2018 to enable the Horace Greely Sports Boosters to receive a Twin Oaks Grant to fund a Horace Greely High School Fitness and Athletics Center project, hereby authorizes the Board President to sign the enabling letter as presented to the Board at this meeting.

5.17

BE IT RESOLVED that the following proposition be placed on the ballot at the District Meeting of the voters of the Chappaqua Central School District, to be conducted on May 15, 2018:

CAPITAL RESERVE FUND PROPOSITION

Shall the Chappaqua Central School District be authorized to establish a capital reserve fund pursuant to Section 3651 of the Education Law, to be designated as the "Buildings and Facilities Improvement Reserve Fund," which shall be for the purpose of paying all or a portion of the costs of renovation, construction, reconstruction and improvements to the District's buildings, facilities, and athletic facilities and fields, including original furnishings, equipment, machinery, apparatus, appurtenances, planning costs, site improvements, and incidental improvements and expenses in connection therewith; the maximum amount of such fund shall be $10,000,000 (plus accrued interest and investment earnings thereon), with a maximum term of 10 years; the source of the funding to be unexpended unassigned fund balances in the general fund at the end of each fiscal year and/or other legally available funds that may be placed into said reserve fund.

AND BE IT FURTHER RESOLVED that the District Clerk is authorized and directed to cause this proposition to be published in the legal notices for the May 15, 2018 Meeting in the designated newspaper(s) in accordance with Section 2004 of the Education law.

BE IT RESOLVED, that the Board of Education of the Chappaqua Central School District, Westchester County, New York, hereby authorizes and directs the District Clerk to give notice to the qualified voters of the School District of the Annual Public Hearing on the Budget and Annual Meeting, School District Election, Library Election and Vote, as follows:
