I - MEETING HIGHLIGHTS

The District will continue to have authorization to discharge stormwater, under the old permit provided:

  • MCMs: The District complies with the Six (6) Minimum Control Measures (MCMs), as required under the current permit 
  • Annual Report: The District submits the Annual Report by June 1, 2022

II - IMPLEMENTATION OF SIX (6) MCMS

  • MCM1: Public Education and Outreach: CFE has developed newsletter and fact sheets, which will be posted on the District’s Stormwater Website for the District Community to review and access, as needed
  • MCM2: Public Involvement/Participation: The District will contact the Environmental Science Group, or equivalent, for organizing a presentation to students on the current and ongoing SWMP
  • MCM3: Illicit Discharge Detection and Elimination (IDDE):
    • District Operations: CFE will conduct a District Operations Survey to determine potential non-stormwater discharges
    • District’s Outfall Conditions: CFE will conduct a review of existing outfall conditions to determine if any corrective actions are required
    • Summary Report: CFE will provide a Summary Report of the District’s Operations and Outfall Conditions, recommending any corrective actions that the District should undertake, if warranted
  • MCM4: Construction Site Stormwater Runoff Control:
    • The District shall require their consultants to comply with the Construction Activity Permit which shall include the following minimum requirements:
  1. NOI: the preparation and filing of a Notice of Intent (NOI)
  2. SWPPP: the preparation of a Stormwater Pollution Prevention Plan (SWPPP)
  3. Construction Inspections: the conducting weekly inspections during the construction and 
  4. NOT: the filing a Notice of Termination (NOT), after the construction is completed
  • MCM5: Post-Construction Stormwater Management: The District shall include maintenance requirements of all post-construction stormwater control structures such as detention basins, etc.
  • MCM6: Pollution Prevention/Good Housekeeping: CFE will conduct O & M Staff Training with key buildings and grounds staff on October 19, 2021.  

III - ONGOING STORMWATER ACTIVITIES TIMELINE

  • O & M Staff Training Workshop:     October 19, 2021
  • Student Outreach Programs:     To be determined
  • Outfalls and District Operations:     October of 2021
  • Draft Annual Report for Website Posting:     May 2022
  • Final Annual Report to NYSDEC:     June 1, 2022
