2065 - Policies, Bylaws, and Regulations
The Board of Education shall reserve to itself the function of providing guides for the School District which shall constitute the policies and bylaws of the governing operation of the school system and shall be recorded in writing.
Policies and bylaws must be formally approved, amended, suspended or rescinded at a regular Board meeting.
The approval or amendment of policies shall be adopted after no fewer than two readings, unless the second reading is waived by a majority of the Board members.
A proposed policy or bylaw must be approved, amended, suspended or rescinded by a majority of the Board. Duly adopted policies and bylaws shall be recorded in the minutes of the Board of Education and shall be placed in the Policy Manual within 30 business days to be used as guidance for the Board, Administration, staff, students, community and others. Only those written statements so adopted and so recorded shall be regarded as official Board policies.
Any Board member may suggest policies or bylaws for consideration by the Board of Education.
In the event that a Board policy requires the development of a regulation, the Board shall delegate to the Superintendent of Schools the function of specifying required actions and designing the detailed arrangements to implement the policy. These rules and detailed arrangements shall constitute the Administrative Regulations governing the schools. Such regulation(s) shall be developed and presented to the Board of Education by the Superintendent of Schools within sixty (60) days of the adoption of the policy, unless otherwise specified by the Board. The Board itself shall formulate and adopt Administrative Regulations only when specific state laws, strong community attitudes or probable staff reaction requires the Board to do so.
