Motioned by Cailee Hwang to open the public meeting at 6:18 pm.  Seconded by Hilary Grasso.  Motion carried 4-0.  Board Vice President Warren Messner was absent.

Motioned by Cailee Hwang to appoint Dr. Christine Ackerman as District Clerk Pro Tempore.  Seconded by Hilary Grasso.  Motion carried 4-0.

Motioned by Cailee Hwang to adjourn into Executive Session at 6:19 pm to discuss the employment history of particular persons, potential litigation, and to receive advice from counsel.  Seconded by Hilary Grasso.  Motion carried 4-0.

Board Vice President Warren Messner joined the meeting at 6:34 pm.

1.       Information Business Affairs

1.1    President’s Report – President Shepardson gave her report as follows:

  • Congratulating HGHS Graduates and noting the success of the ceremony.
  • Thanking the admin team and staff for their hard work on the event.
  • Thanking the admin team for the farewell ceremony for herself and Warren Messner.
  • Wishing everyone a joyous and relaxing summer.

1.1.1    Recognition of Horace Greeley High School Boys 400m Relay Team - Spring 2023 NYSPHSAA State Champions

1.2     Superintendent’s Report 

1.2.1    7 Bridges Science Olympiad Presentation

Following the presentation, Dr. Ackerman gave her community update as follows:

  • Presenting Ms. Shepardson and Mr. Messner with certificates of recognition from the Westchester Putnam School Boards Association and extending heartfelt thanks from the District for their tireless efforts on behalf of the District and their steadfast and continuous support of public education.
  • Ms. Shepardson and Mr. Messner went on the thank Dr. Ackerman and the community.
  • Mr. Corsilia welcomed our Karime Soto, the new AP at Greeley.
  • Quarterly Hate Speech/Bias update.
  • CCSD Summer hours will begin on June 26th.
  • Thanking Tara Ramirez for her leadership of the PTA during the 2022-23 school year.
  • Upcoming events and important dates

2.       Committee Reports
Facilities – Josh Culwell-Block note that the committee discussed the upcoming bond projects with Erik Kaeyer and that the O&M group is gearing up for their summer construction projects.

3.       Approvals & Ratifications

3.1    BE IT RESOLVED, that the Board of Education hereby accepts the minutes of the June 5, 2023 Special Board of Education meeting.

3.2    BE IT RESOLVED, that the Board of Education hereby accepts the minutes of the June 7, 2023 Board of Education meeting.

3.3    BE IT RESOLVED, that the Board of Education hereby accepts the minutes of the June 13, 2023 Special Board of Education meeting.

Motioned by Hilary Grasso to accept Items 3.1 through 3.3 as stated above.  Seconded by Cailee Hwang.  Motion carried 5-0.

3.4    Policy 9040:  Non-aligned Administrators – 1st Reading & Adoption.

BE IT RESOLVED, that the Board of Education hereby waives a second reading of Policy #9040:  Non-aligned Administrators; and,

BE IT FURTHER RESOLVED, that upon the first reading of this policy as presented at this meeting, the Board of Education hereby adopts Policy #9040:  Non-aligned Administrators.

BE IT RESOLVED, that the Board of Education hereby approves the terms of a Supplemental Memorandum of Agreement with the Chappaqua Congress of Teachers (CCT) bargaining unit, dated June 20, 2023, regarding Article 24 (e)1(d): Time units at Greeley and 24(c)4: Coaching Positions.  A copy of the SMOA shall be incorporated by reference within the minutes of this meeting.

5.      Recommended Action:  Other
Use of the Consent Agenda permits the Board of Education to make more effective use of its time by adopting a single motion to cover those relatively routine matters, which are included. Any member of the Board who wishes to discuss individually a particular piece of business on the Consent Agenda may so indicate and that item will be considered and voted on separately, thus preserving the right of all Board members to be heard on any issue. It is recommended that the Board of Education approve the following Consent agenda as submitted by the Superintendent of Schools.

5.1    CSE summaries (2022-23 School Year) reported to the Board on June 21, 2023.

5.2    CSE summaries (2023-24 School Year) reported to the Board on June 21, 2023.

5.3    BE IT RESOLVED, that the Board of Education hereby approves a supplementary engagement letter of agreement with Nawrocki Smith LLP, dated June 7, 2023, regarding Long Term Financial Planning Analysis for fiscal years 2023-24 through 2026-27, and authorizes the Board President to execute the agreement.

5.4    BE IT RESOLVED, that the Board of Education hereby approves and agreement with the City School District of White Plains for Health and Welfare Services for 17 students for the 2022-23 school year, in the amount of $1,194.79 per student, and authorizes the Board President, Superintendent and District Clerk to execute the agreement.

5.5    BE IT RESOLVED, that the Board of Education hereby approves an Agreement with the State University of New York at Purchase College for the use of facilities for the estimated amount of $12,875.00 for the 2023-24 school year, and authorizes the Board President to execute this Agreement.

5.6    WHEREAS, the New York State Public High School Athletic Association’s Section One Executive Committee has approved Girls Varsity Ice Hockey to be a varsity sport starting in the 2023-2024 winter season; and

WHEREAS, all schools within Section One are welcome to participate in a multi-school merger, the number of teams being dependent on the number of schools and players involved; 

NOW THEREFORE BE IT RESOLVED, that upon the Superintendent’s recommendation, the Board of Education hereby approves Chappaqua Central School District student participation in Girls Varsity Ice Hockey for the 2023-24 winter season and authorizes the Superintendent of Schools to sign the required Letter of Intent.

5.7    BE IT RESOLVED, that the Board of Education hereby approves the Services Agreement Reinstatement regarding 3rd party administrative services for the employer sponsored 403(b) plan for the 2023-2024 renewal year with Omni, in the amount of $12,802.00, and authorizes the Board President to execute the agreement.

5.8    BE IT RESOLVED, that the Board of Education hereby approves the contract with Questar BOCES for Special Education Aid Assistance Service documentation during the 2023-24 school year, in the amount of $9,500.00, and authorizes the Superintendent to execute the agreement.

5.9    RESOLUTION TO CERTIFY LEAD EVALUATORS OF CLASSROOM TEACHERS FOR SCHOOL YEAR 2022-23 PURSUANT TO EDUCATION LAW SECTION 3012-c 

WHEREAS, pursuant to the requirement of Education Law Section 3012-c and Part 30-2.9 of the Rules of the Board of Regents, the individuals named below have completed all the necessary training to be certified as lead evaluators of classroom teachers;

NOW, THEREFORE, BE IT RESOLVED, that the Board of Education hereby certifies the following individuals as lead evaluators of classroom teachers:

WHEREAS, pursuant to the requirements of Education Law Section 3012-c and Part 30-2.9 of the Rules of the Board of Regents, the individual named below has completed all the necessary training to be certified as a lead evaluator of building principals;

5.12      RESOLUTION TO RECERTIFY LEAD EVALUATORS OF BUILDING PRINCIPALS FOR SCHOOL YEAR 2023-23 PURSUANT TO EDUCATION LAW SECTION 3012-c

WHEREAS, pursuant to the requirements of Education Law Section 3012-c and Part 30-2.9 of the Rules of the Board of Regents, the individuals named below have completed all the necessary training to be recertified as lead evaluators of building principals;

5.13    BE IT RESOLVED, that the Board of Education hereby approves CCSD RFP Award Recommendation #2023-02:  SAT & ACT Preparatory Program for the 2023-224 school year to LogicPrep at various amounts.

5.14    WHEREAS, the Board of Education, in accordance with Article 5-A of the General Municipal Law, invited sealed bids for Driver’s Education; and

WHEREAS, the bids were opened publicly on May 31, 2023 and two bids were received for Driver’s Education; and the low bidder was missing proof of insurance and proof of car availability

WHEREAS, the Board of Education believes it to be in the best interests of the School District to nullify the lowest bid as requirements were not met;

THEREFORE, BE IT RESOLVED, that the Board of Education, in the best interests of the School District, hereby awards Bid #B2023-08 to Golden Crown Driving School in the amount of $760.00 per student.

5.15    BE IT RESOLVED, that the Board of Education hereby approves CCSD Bid Award Recommendation #B2023-05:  Field Maintenance Services to Maxner Landscaping LLC, for the 2023-24 school year, in the amount of $135,000.00 plus various rates.

5.16    BE IT RESOLVED, that the Board of Education hereby approves CCSD Bid Award Recommendation #B2023-09:  Printing/Stationery Services to AEBA d/b/a Aligraphics, for the 2023-24 school year, at various amounts.

5.17    BE IT RESOLVED, that the Board of Education hereby approves budget transfers totaling $730,685.15, to cover Instructional and Coaching salaries, and authorizes the Superintendent and Board President to approve the transfers.

5.18    BE IT RESOLVED, that the Board of Education hereby approves budget transfers totaling $238,951.22, to cover Substitute salaries, and authorizes the Superintendent and Board President to approve the transfers.

5.19    BE IT RESOLVED, that the Board of Education hereby approves budget transfers totaling $62,129.84, to cover facilities overtime, and authorizes the Superintendent and Board President to approve the transfers.

5.20    BE IT RESOLVED, that the Board of Education hereby approve a budget transfer in the amount of $892,895.57, for the annual reallocation of the tech lease purchase budget, and authorizes the Superintendent and Board President to approve the transfer.

5.21    BE IT RESOLVED, that the Board of Education hereby approves budget transfers totaling $150,000.00, to increase appropriation for Operations & Maintenance and Regular Education services, and authorizes the Superintendent and Board President to approve the transfers.

5.22    WHEREAS, the District owns the attached list of items which are no longer useful or necessary for school district purposes and of no value to the School District;

THEREFORE, BE IT RESOLVED that the Board hereby declares such items to be surplus property and of no value to the School District and authorizes the disposal of such equipment in a prudent manner in accordance with law.

5.23    BE IT RESOLVED, that the Board of Education hereby approves an amendment to the Superintendent’s employment contract with the Superintendent of Schools dated June 20, 2023, covering the period from June 25, 2023 through June 23, 2028, as presented to the Board at this meeting. A copy of said agreement shall be incorporated by reference within the minutes of this meeting.

5.24    BE IT RESOLVED, that the Board of Education hereby approves a master service agreement with Arrow Security for security officers and such other services for the 2023-24 school year, and authorizes the Board President to execute the agreement.

Motioned by Jane Kimmel Shepardson to approve Items 5.1 through 5.24 as stated above.  Seconded by Warren Messner.  Motion carried 5-0.

8.1    BE IT RESOLVED, that the Board of Education hereby acknowledges receipt of the Treasurer’s Report for May 2023.

8.2    BE IT RESOLVED, that the Board of Education hereby acknowledges receipt of the Revenue Status Report for May 2023.

8.3    BE IT RESOLVED, that the Board of Education hereby acknowledges receipt of the Appropriation Status Report for May 2023.

Motioned by Hilary Grasso to approve Item 8.1 through 8.3 as stated above.  Seconded by Cailee Hwang.  Motion carried 5-0.
