President Jane Kimmel Shepardson announced that the Board had been in Executive Session seeking legal advice and employment history of a particular person. She asked for a motion to reconvene public session.

Motioned by Victoria Tipp to reconvene the public meeting at 7:40p.m.  Seconded by Holly McCall.  Motion carried 5-0.

Vice President Holly McCall led the pledge of allegiance.

President Jane Kimmel Shepardson stated that she would like a motion to add the following resolution to our agenda this evening:  

5.3   BE IT RESOLVED, that the Board of Education hereby authorizes the Board President to execute am Agreement with M.V.M. Construction to clarify the amount of monies due and owing D&S Windows as presented to the Board at this meeting.

Motioned by Warren Messner to add this resolution as stated above to the agenda.  Seconded by Victoria Tipp.  Motion carried 5-0.

1.       Information Business Affairs

1.1    President’s Report
President Shepardson announced a successful opening to the school year.  She noted that tonight is “Sparkle for A Cause” celebrated at the Kittle House to raise funds for scholarships and the reason for tonight’s abbreviated agenda with no presentations.  Saturday is Community Day at the train station.
    
1.2    Superintendent’s Report
Dr. Ackerman reported that we are on the way to a terrific year filled with joy and excitement.  Come early to meet all our new teachers at the 

2.    Committee Reports
Facilities – Warren Messner reported the next Facilities Meeting is October 24.  Board tours of the buildings will be scheduled.

Audit – John Chow reported the Audit Committee will meet next Tuesday, September 17 at the Education Center.

Public Comment Period:
We welcome public comments, and in respect for each other's time, we ask that you limit your comments to three minutes. Board members may be contacted via email or phone.  After the public comment period has been completed, Board members may have a discussion among themselves regarding comments presented.

3.    Approvals and Ratifications

3.1    BE IT RESOLVED, that the Board of Education accepts the minutes of the August 29, 2019. Board Meeting.

Motioned by Hiliary Grasso to approve Item 3.1 as stated above.  Seconded by Holly McCall.  Motion carried 5-0.

3.2    BE IT RESOLVED, that the Board of Education hereby adopts the revised Regulation #7000:  Schedule of Fees for Community Use of District Facilities 2019-2020

Motioned by Holly McCall to approve Item 3.2 as stated above.  Seconded by Victoria Tipp. Motion carried 5-0.

Request for Childcare Leave of Absence:
Ms. Kristin McGurl, Teacher of Health, Horace Greeley High School, effective August 29, 2019 through January 17, 2020.

Amended Appointment: Probationary
Ms. Tabitha Sasso, Teacher of STEAM Support, Robert E. Bell and Seven Bridges Middle Schools, to a probationary appointment in the tenure area of Elementary effective September 18, 2019 through September 17, 2023, as recommended by the Superintendent of Schools.*

Ms. Melissa Iamonico, Library Media Specialist, Seven Bridges Middle School, to a probationary appointment in the tenure area of Library Media Specialist effective October 1, 2019 through September 30, 2023, as recommended by the Superintendent of Schools.*

*In order to be appointed to tenure, the teacher subject to evaluation pursuant to Education Law Section 3012-d must have received an overall composite rating of Effective or Highly Effective in at least three of the four preceding years and shall not be eligible for tenure if the overall composite rating is ineffective in the final year of probation.

BE IT RESOLVED that the Board of Education, hereby appoints the individual listed below as a per diem clerical/aide substitute to be employed on an “as needed” basis, effective September 11, 2019, at a salary of $15 per hour:

5.1    CSE Summaries (2019-20 School Year) reported to the Board on September 10, 2019.

Motioned by Holly McCall to approve Item 5.1 as stated above.  Seconded by Victoria Tipp.  Motion carried 5-0.

5.2    BE IT RESOLVED that, the Board of Education hereby approves the Employment Related Agreement with employee number 1870, dated September 10, 2019, as presented to the Board at this meeting and authorizes the Board President to execute the document.  Said agreement shall be incorporated by reference within the minutes of this meeting.

Motioned by Warren Messner to approve Item 5.2 as stated above.  Seconded by Jane Kimmel Shepardson.   Motion carried 5-0.

ADDENDUM:

6.      Facilities
BE IT RESOLVED, that the Board of Education acknowledges Change Orders approved by the Superintendent per Board Resolution adopted at June 14, 2017 Board of Education meeting.

6.1    Change order Casabella GC-02-RB – Roaring Brook approved by Superintendent
Project:  Elementary School Capital Improvements
Contractor:  Casabella Contracting
Description:  Demo of existing wall and lintels, New Partition Wall approx. 310 sq. ft. per plan; 3 5/8” cold framing 20 ga. With 5/8” drywall type fire code X; Spackle/Tape 3 coats, 3 coats of Paint:  1 primer, 2 finish coats, Dumpster 25%, Contract Time increase: 0
Amount:  $13,068

7.      Financials

7.1    BE IT RESOLVED, that the Board of Education accepts the Treasurer’s Report – August 2019.

7.2    BE IT RESOLVED, that the Board of Education accepts the Appropriation Status Report from 7/1/2019 to 8/31/2019.

Motioned by Victoria Tipp to accept Items 7.1 and 7.2 as stated above.  Seconded by Holly McCall.   Motion carried 5-0.

7.3    BE IT RESOLVED, that the Board of Education authorizes the transfer of $100,000 from the Retirement Contribution Fund to the General Fund as specified in the approved 2019-20 budget. 

Motioned by Jane Kimmel Shepardson to accept Item 7.3 as stated above.  Seconded by Hiliary Grasso.   Motion carried 5-0.

7.4     BE IT RESOLVED, the Board approves the Final AS-7 Contracts for 2018-2019 services provided by Putnam/Northern Westchester BOCES and authorizes the Board President to execute the agreement.

7.5     BE IT RESOLVED, that the Board of Education accepts the Claims Auditor Report – August 2019.

Motioned by Victoria Tipp to accept Item 7.5 as stated above.  Seconded by Warren Messner.   Motion carried 5-0.
