President's Report - Victoria Tipp spoke of scheduling an Executive Retreat in September to discuss goal setting and also of possible restructuring of the public comment period to make it more efficient and give more people the opportunity to speak. The Board has also been invited to the Administrative Retreat on Monday, August 28th.

Superintendent's Report - Dr. Ackerman congratulated all the new teachers who will be joining the District in September. She highlighted the appointment of Joshua Culwell-Block as the new Director of Technology and Innovation. She then invited Dr. Sinha to speak about Alison Porcelli, the Interim Principal of Roaring Brook Elementary School.

Said contract shall be incorporated by reference within the minutes of this meeting.

  • Ms. Anna Kushnir, Teacher of English, Horace Greeley High School, to a probationary appointment in the tenure area of English effective August 31, 2017 through August 30, 2021, subject to receipt of composite or overall annual professional performance review ratings pursuant to Education law Section 3012-c and/or 3012-d of either effective or highly effective in at least three (3) of the four (4) proceeding years, and if the probationer receives an ineffective composite or overall rating in the final year of the probationary period he or she shall not be eligible for tenure at that time, Step 1, B(BA+30) with Masters, $70,355.
  • Ms. Andrea O'Dell, Teacher of Elementary Education, Roaring Brook Elementary School, to a probationary appointment in the tenure area of Elementary Education effective August 31, 2017 through August 30, 2021, subject to receipt of composite or overall annual professional performance review ratings pursuant to Education law Section 3012-c and/or 3012-d of either effective or highly effective in at least three (3) of the four (4) proceeding years, and if the probationer receives an ineffective composite or overall rating in the final year of the probationary period he or she shall not be eligible for tenure at that time, Step 2, B(BA+30) with Masters, $73,419.
  • Ms. Ellen Paradiso, Library Media Specialist, Douglas Grafflin Elementary School, to a probationary appointment in the tenure area of Library Media Specialist effective August 31, 2017 through August 30, 2021, subject to receipt of composite or overall annual professional performance review ratings pursuant to Education law Section 3012-c and/or 3012-d of either effective or highly effective in at least three (3) of the four (4) proceeding years, and if the probationer receives an ineffective composite or overall rating in the final year of the probationary period he or she shall not be eligible for tenure at that time, Step 4, B(BA+45) with Masters, $83,414.

  • Sarah Madureira, Registered Nurse at Horace Greeley High School, effective August 11, 2017. Her annual salary for 2017-18 will be $54,822, Step 1.
  • Lora Radovanovich - Office Assistant-Automated Systems (12 month) 35 hours/week in the Education Center, effective August 23, 2017. Her annual salary for 2017-18 will be $46,256, Step 7.
  • Donna McBride - Office Assistant-Automated Systems (Session) at Horace Greeley High School, effective September 1, 2017. Her annual salary for 2017-18 will be $38,810, Step 12.
  • Jennifer Greco, Teacher Aide at Roaring Brook Elementary School, increase hours from 24 hours/week to 31.25 hours/week, effective September 1, 2017.

BE IT RESOLVED that the Board hereby authorizes its President to sign an addendum agreement to the 2017-18 Retainer Agreement with the law firm of Shaw, Perelson, May and Lambert, LLP, dated August 9, 2017, as presented to the Board at this meeting. A copy of said addendum agreement shall be incorporated by reference within the minutes of this meeting.

5.2

BE IT RESOLVED that the Board hereby authorizes its President to sign a Settlement Agreement in PERB Case No. U-35867, as presented to the Board at this meeting. A copy of said agreement shall be incorporated by reference in the minutes of this meeting.

BE IT RESOLVED that the Board of Education approves the revised Engineering Design Services Proposal, dated July 20, 2017, from Woodard & Curran Engineering P.A. P.C., in the amount of $168,700, for services related to the Proposed Synthetic Turf Field & Lighting Improvement Project, Horace Greeley High School Field C, as presented to the Board at this meeting, and authorizes the Board President to execute the Proposal Letter Authorization to Proceed.

5.4

BE IT RESOLVED that the Board of Education approves the revised Engineering Design Services Proposal, dated July 20, 2017, from Woodard & Curran Engineering P.A. P.C., in the amount of $39,200, for services related to the rehabilitation of the existing natural grass athletic field at Robert E. Bell Middle School, as presented to the Board at this meeting, and authorizes the Board President to execute the Proposal Letter Authorization to Proceed.

BE IT RESOLVED that the Board of Education approves the Court Order Judgment refund to Dolores Alfred/Alfredo Group LLC for assessment years 2012-2016 in the amount of $10,006.26.

BE IT RESOLVED that the Board of Education approves PNW BOCES 2017-18 Contract of Services in the amount of $1,206,364, and authorizes the Board President and District Clerk to execute this agreement.

BE IT RESOLVED that the Board of Education approves the Summer Transportation Contract effective July 1, 2017 to August 31, 2017 in the amount of $212,944.52, and authorizes the Board President and Superintendent to execute this agreement.

BE IT RESOLVED, that the Board of Education approves the Contract for Independent Contractor Services with Marissa Greenfeld, as Continuing Education Assistant for school year 2017-18, at $25 per hour, not to exceed $8,000 annually, and authorizes the Board President to execute this Agreement.

BE IT RESOLVED that the Board of Education hereby authorizes the Board President and Superintendent of Schools to execute the 2016-17 APPR Implementation Certification Form for its Annual Professional Performance Review for classroom teachers and building principals covered pursuant to Education Law Section 3012-d and Subpart 30-3 of the Rules of the Board of Regents.

Resolution issuing a tax warrant.

RESOLUTION
ISSUANCE OF TAX WARRANT

WHEREAS, Chapter 73 of the Laws of 1977 amended Section 1318, subdivision 1, of the Real Property Tax Law; and

WHEREAS, the unencumbered, unreserved fund balance at the close of the last fiscal year must be applied in determining the amount of the school tax levy, except for an amount not to exceed 4% of the current school year budget; and

WHEREAS, this latter amount may be held as surplus funds during the current school year;

THEREFORE, BE IT RESOLVED, that the Board of Education retain as surplus funds $4,782,800 from the fund balance of $6,782,800 thereby applying $2,000,000 to the reduction of the tax levy.

BE IT FURTHER RESOLVED, that the Board of Education of the Chappaqua Central School District hereby commands the Tax Collectors for the Towns of New Castle and Mount Pleasant to collect the amounts of the levy apportioned in Appendix "A" to the Tax Warrant, annexed hereto and made a part of this resolution, as follows:

To the Tax Collector(s) of the Chappaqua Central School District, Towns of New Castle and Mount Pleasant, County of Westchester, State of New York;

You are hereby commanded:

  1. To give notice and start collection on September 30, 2017, in accordance with the provisions of Section 1322 of the Real Property Tax Law;
  2. To give notice that taxes will be collected in two installments, due on September 30, 2017 and January 31, 2018, and collection will end on April 30, 2018;
  3. To collect taxes in the total sum of $106,726,146 on behalf of the School District and $3,026,269 on behalf of the Chappaqua Library, in the same manner that collectors are authorized to collect town and county taxes in accordance with the provisions of Section 1318 of the Real Property Tax Law;
  4. To make no changes or alterations in the tax warrant or the attached tax rolls but shall return the same to the Board of Education. The Board may recall its warrant and tax roll for correction of errors or omissions in accordance with the provisions of Section 1316 of the Real Property Tax Law;
  5. To receive from each of the taxable corporations and natural persons the sums listed on the attached tax rolls without interest penalties when such sums are paid before the end of the first month of the tax collection period. To add 2% interest penalties to all taxes collected during the second month of the tax collection period; to add 5% interest penalties to all taxes collected during any part of the third month of the tax collection period; to add 7% interest penalties to all taxes collected during any part of the fourth and fifth months of the tax collection period; to add 10% interest penalties to all taxes collected during any part of the sixth and seven months of the tax collection period; and 12% interest penalties to all taxes collected during eighth month of the tax collection period; to add additional 1% interest penalties per month to all taxes collected thereafter; and to account for such sums as income due to the School District;
  6. To issue press-numbered receipts only on forms provided by the School District in acknowledgment of receipt of payments of taxes and to retain, preserve and file exact carbon copies of all such receipts issued as required by Section 987 of the Real Property Tax Law; and
  7. To promptly return the warrant at its expiration and if any taxes on the attached tax rolls shall be unpaid at that time, deliver an accounting thereof on forms showing by town the total assessed valuation, tax rate, the total tax levy, the total amounts remaining uncollected as required by Section 1330 of the Real Property Tax Law.

The warrant is issued pursuant to Sections 910, 912 and 914 of the Real Property Tax Law and is delivered in accordance with Sections 1306 and 1318 of this law. It is effective immediately after it is properly signed by a majority of the Board of Education. The warrant shall expire on the date stated above, unless a renewal or extension has been endorsed on the face of this warrant, in writing, in accordance with Section 1318, subdivision 2 of the Real Property Tax Law.
