President Gardner convened the public meeting at 5:30 p.m.

Moved by Victoria Tipp to convene the public meeting at 5:30 p.m. Seconded by Jeffrey Mester. Motion carried 4-0. Board member, Karen Visser, was not present.

Moved by Jeffrey Mester to enter into Executive Session to discuss the employment history of a particular person(s), negotiations and seek legal advice. Seconded by Victoria Tipp. Motion carried 4-0. Board member, Karen Visser, was not present.

Presentation:

Superintendent's Budget Proposal

Dr. McCann presented the proposed 2017-18 Budget. Dr. McCann reviewed the four pillars of the school budget and operating standards for 2017-18. Mr. John Chow, Assistant Superintendent for Business, reviewed what will impact the budget and what we do not know that will impact the budget next year. The proposed budget of $119,571,688 reflects an increase of $1,346,400 or 1.14%. Dr. McCann reviewed personnel reductions and additions. Mr. Chow noted that Chappaqua ranks 16th out of 46 districts in Westchester in per pupil costs. He explained the expenditures and revenues and the percentage of the budget each category represents. Mr. Chow noted the allowable Tax Cap for the District is 1.60%. Stating that we are proposing an increase below the Tax Cap at .72%.

President's Report

Board member, Warren Messner, shared the Horace Greeley Scholarship Fund Spring Gala is March 10 at 7:00 p.m. at the Mount Kisco Country Club. This year they will be honoring John Re with the Ed Habermann Award for volunteer service to the community and Pat Pollock, with the Horace Greeley Award of Distinction for student support that goes above and beyond the role as a school nurse.

Board member, Jeffrey Mester, stated that the Putnam Northern Westchester Board of Cooperative Educational Services (BOCES) Board Member Election will be held on Tuesday, April 18, 2017, to elect three board members to serve three-year terms (July 1, 2017 - June 30, 2020). All nominations should be sent to the Clerk of the Putnam Northern Westchester Board of Cooperative Educational Services (BOCES) no later than 5:00 p.m., Tuesday, March 7, 2017.

Interim Superintendent's Report

Dr. McCann noted the Greeley's SHARE Club is still collecting supplies for U.S. soldiers in active service as part of their Adopt-A-Soldier program. The club is currently accepting donations of the following items:

Dr. McCann shared district-wide activities. Dr. McCann congratulated Senior, Claire Hotchkin. She will be running as a member of the 300m Intersectional Relay Team at the New York State Indoor Track & Field Championships on Staten Island this Saturday. In qualifying for this event, Claire set a new Greeley record during the preliminaries with a time of 42.27 seconds. . .and then promptly broke that record with a time of 42.11 in the finals.

Dr. McCann also congratulated four students who represented Greeley at the New York State Skiing Championships this past Monday and Tuesday. They are Kyle Burton, Grant McElheny, Samantha Burton and Simon Ludl. The Greeley Boys team tied for 1st place in the State Championships, and 3rd place for Section 1 for both the girls and the boys.

RESOLUTION directing the District Clerk to give notice of the Annual Public Hearing on the Budget, Annual Meeting, School District Election, Library Election and Vote.

Jeffrey Mester offered the following Resolution directing the District Clerk to give Notice of the Annual Public Hearing on the Budget, Annual Meeting, School District Election, Library Election and Vote. Victoria Tipp seconded. Motion carried 4-0. Board member, Karen Visser, was not present.

NOTICE OF ANNUAL PUBLIC HEARING ON BUDGET, ANNUAL MEETING, SCHOOL DISTRICT ELECTION, LIBRARY ELECTION AND VOTE

          NOTICE IS HEREBY GIVEN that the Board of Education of the Chappaqua Central School District, Westchester County, New York will hold a Public Hearing on the Budget at the Commons at the Horace Greeley High School, Chappaqua, New York, on Wednesday, May 3, 2017 at 7:30 p.m., for the purpose of presenting the budget document for the 2017-2018 school year.

          NOTICE IS FURTHER GIVEN that a copy of the statement of the amount of money, which will be required for School District purposes during the 2017-2018 school year (the Budget), including the tax exemption reporting form, exclusive of public moneys, may be obtained by any resident of the District during business hours, effective April 6, 2017, except Saturday, Sunday or holidays, at each of the District's school houses and the Administrative Offices.

          NOTICE IS FURTHER GIVEN that the Annual District Meeting, Election of Members of the Board of Education and Library Trustees and Vote on the School District and Library budgets, will be held on Tuesday, May 16, 2017, at the Gymnasium of the Horace Greeley High School, Chappaqua, New York, between the hours of 7:00 a.m. and 9:00 p.m., prevailing time, when the polls will be open for the purpose of voting by voting machine:

  1. To elect two (2) members to the Board of Education, 3-year terms each, commencing July 1, 2017 and expiring on June 30, 2020.
     
  2. To vote upon the appropriation of the necessary funds to meet the estimated expenditures for School District purposes for the 2017-2018 School year (the Budget).
     
  3. To vote upon the appropriation of the necessary funds for the 2017-2018 fiscal year of the Chappaqua Central School District Public Library (the Library Budget).
     
  4. To elect one (1) member to the Board of Trustees of the Chappaqua Central School District Public Library, 5-year term, commencing July 1, 2017 and expiring June 30, 2022.
     
  5. To vote on any other proposition legally proposed.

          NOTICE IS FURTHER GIVEN that petitions for nominating candidates for the office of member of the Board of Education and office of Library Trustee must be filed with the District Clerk by no later than 5:00 p.m. on Monday, April 17, 2017. Vacancies on the Board of Education and Library Board are not considered separate, specific offices; candidates run at large. Nominating petitions must be signed by at least twenty-five qualified voters of the District, shall state the residence address of each signer and the name and residence of the candidate. Petition forms may be obtained from the District Clerk on weekdays when school is in session, during regular business hours, 8:30 a.m. to 4:30 p.m. at her office at the District's Education Center, 66 Roaring Brook Road, Chappaqua, New York.

          NOTICE IS FURTHER GIVEN that registration of voters is required pursuant to Section 2014 of the Education Law. If a voter has registered to vote with the School District and has voted at an Annual or Special School District meeting within the last four calendar years, (after January 1, 2013) s/he is eligible to vote at this Election and Vote. If a voter is currently registered to vote with the Westchester County Board of Elections, s/he is also eligible to vote in this Election and Vote. All other persons who wish to vote must register. Registration may be done on any business day at the Office of the District Clerk, during business hours, at the Education Center at 66 Roaring Brook Road, Chappaqua, up to May 11, 2017, five (5) days prior to the election and vote. Any person possessing all of the following qualifications may register to vote:

  1. Is a citizen of the United States; and
     
  2. Is eighteen years of age or older; and
     
  3. Has resided in the School District for a period of thirty days immediately preceding the day of the Election and Vote.

          NOTICE IS FURTHER GIVEN that the register of voters so prepared shall be filed in the Office of the School District Clerk and shall be open for inspection by any qualified voter of the District between the hours of 8:30 a.m. and 4:30 p.m., prevailing time, beginning May 11, 2017, except Saturday, Sunday or holidays. Said register will be open for inspection at the polling place on the date of the election and vote.

          NOTICE IS FURTHER GIVEN that, applications for absentee ballots for the Annual Meeting, School District Election and Vote may be obtained at the Office of the School District Clerk. The completed application must be received by the District Clerk at least seven (7) days prior to the election if the ballot is to be mailed to the voter or the day before the election, if the ballot will be picked up personally by the voter. Absentee ballots must be received by the District Clerk by no later than 5:00 p.m., prevailing time, on May 16, 2017.

          NOTICE IS FURTHER given that the Board of Registration shall meet at Horace Greeley High School on Tuesday, May 16, 2017, during the hours of voting as aforesaid for the purpose of preparing a register of qualified voters for meetings to be held subsequent to such election and vote.

          NOTICE IS FURTHER GIVEN that a list of all persons to whom absentee ballots shall have been issued will be available for inspection by qualified voters of the district in the said Office of the District Clerk during regular office hours, 8:30 a.m. to 4:30 p.m., prevailing time, until the day of the Annual Meeting, Election and Vote. Any qualified voter may file a written challenge of the qualifications of a voter whose name appears on such list, stating the reasons for the challenge.

BE IT RESOLVED that the Board of Education authorizes the Community Board Advisory Committee (formerly the RFP Advisory Committee) to receive regular updates on the work that will be conducted by Interactive Inc., as well as updates from District administration regarding the implementation of those recommendations that are issued to and approved by the Board. The Board authorizes the Committee to make any further recommendations to the Board, as it may deem advisable at the end of the review process conducted by Interactive, Inc.

Moved by Warren Messner, seconded by Victoria Tipp that the Board of Education hereby approves Item 5.3, as amended below:

BE IT RESOLVED that the Board of Education authorizes the Community Board Advisory Committee to receive from the District administration updates on the work that will be conducted by Interactive Inc. as well as updates from District administration regarding the implementation of those recommendations that are issued to and approved by the Board. BE IT RESOLVED that the Board of Education accepts the Bid Evaluation and Recommendation of Award from Woodard & Curran, dated February 23, 2017, for Contract No. B2017-1 entitled "Greeley Competition Field - Athletic Facility Improvements;" to award this contract to Laura Li Industries, LLC in the amount of $1,363,700.00.

BE IT RESOLVED that the Board of Education approves a Contract for Health and Welfare Services with the White Plains City School District for 8 students at a rate of $996.58 per student for the 2016-17 school year, and authorizes the Board President, Superintendent, and District Clerk to execute this Agreement.

BE IT RESOLVED that the Board of Education approves the Contract with SCO Family of Services, Westbrook Preparatory School for educational services for one student for the 2016-17 school year at the rate established by New York State Education Department and authorizes the Board President to execute this Agreement.

Facilities Committee

Board member, Jeffrey Mester, as a Facilities Committee member, shared that work will begin on the Competition Field soon and an RFP went out today for elementary and middle school infrastructure projects. Mr. Mester shared the next Facilities Committee meeting is at 5:15 p.m., Thursday, March 2, at the Education Center.
