President Messner convened the public meeting at 6:30 p.m.

Moved by Karen Visser to enter into Executive Session to discuss the employment history of particular individuals and pending litigation. Seconded by Victoria Tipp. Motion carried 4-0.

Moved by Alyson Gardner to reconvene the public board meeting at 7:40 p.m. Seconded by Victoria Tipp. Motion carried 4-0.

Financing for the Proposed Bond

John Chow, Assistant Superintendent for Business, introduced our municipal advisor, Mr. Chuck Bastian, President, Bernard P. Donegan, Inc., who explained the process for financing a bond and explained the estimated impact of the present proposed capital project.

Proposed 2016-17 Budget - Revenues, Tax Analysis & Contingency Budget

Mr. John Chow, Assistant Superintendent for Business, reviewed the 2016-17 proposed budget focusing on revenues, tax analysis, and a contingency budget. Mr. Chow compared expenditures for 2016-17 to 2015-16.

President's Report

Bond

President Messner shared that several Board of Education members had met with administrators, PTA, sports boosters, Town of New Castle Supervisor, Rob Greenstein, library representatives, students, community members, and the president of the Chappaqua Congress of Teachers. Mr. Messner stated that we are looking at how we can better understand and communicate the bond and how we can get the community involved in the bond.

Board of Education Vice President, Victoria Tipp, shared information concerning her participation in a New York State School Board Association webinar regarding the New York State budget. The Gap Elimination Adjustment (GEA) has now been eliminated and Foundation Aid has increased. President Messner thanked Vicky for her participation.

Superintendent's Report
 
Dr. McKay shared that on April 6 along with Eric Byrne, Assistant Superintendent for Curriculum and Instruction, Darleen Nicolosi, Director of Instructional Technology, Steve Walker, Horace Greely High School LIFE School Teacher, and Chris Dede, Timothy E. Wirth Professor in Learning Technologies, Technology, Innovation, and Education Program at Harvard University's Graduate School of Education, they presented at the CoSN (Consortium for School Networking) Conference in Washington, DC. Their session was titled, The Learning Interdependently from Experience (LIFE) School: A Model for Students Who Benefit from Non-Traditional Instruction.

China

Dr. McKay spoke about her visit to China and meeting with our Horace Greeley students during their visit to The Beijing National Day School.

1.2.2

Secretary of State Hillary Clinton Visit

Dr. McKay spoke about Secretary of State Hillary Clinton's visit on March 31. The students were very excited. Secretary of State Hillary Clinton visited a Contemporary Issues Government class where she engaged students in conversation around the iLab. Dr. McKay has since had an opportunity to speak with Secretary of State Clinton's senior policy advisor regarding educational priorities.

Moved by Alyson Gardner, seconded by Karen Visser to approve the minutes from the Regular Meeting of the Board of Education held March 16, 2016, as presented. Motion carried 4-0.

CSE Summaries reported to the Board on April 6, 2016.

Moved by Karen Visser, seconded by Victoria Tipp to approve all CSE Summaries dated April 6, 2016, as presented. Motion carried 4-0.

BE IT RESOLVED that the Board of Education hereby appoints Steven Latino, Esq. of Shaw, Perelson, May and Lambert, LP as a Title VI/Title VII/Title IX Investigator pursuant to Board Policies 0120 and 3015, effective April 14, 2016.

Moved by Victoria Tipp, seconded by Karen Visser that the Board of Education approves the appointment of Steven Latino, Esq. of Shaw, Perelson, May and Lambert, LP as a Title VI/Title VII/Title IX Investigator pursuant to Board Policies 0120 and 3015, effective April 14, 2016. Motion carried 4-0.

Facilities

Karen Visser stated that the Horace Greeley entrance project has been approved by the New York State Education Department.

John Chow shared the preliminary report from Johnson Controls on the Energy Performance Contract.

Conflicts of Interest - 5th Reading [Tabled at the March 30, 2016 Board of Education public meeting]

President Messner recommended keeping Item 7.1 on the table until such time when all Board members are present. Board members present agreed.

Moved by Victoria Tipp, seconded by Alyson Gardner to accept Item 8.1 Claims Auditor Report - February 29, 2016, as presented. Motion carried 4-0.
